Olivia Lum

Olivia Lum

Group CEO

Ms Lum started corporate life as a chemist with Glaxo Pharmaceutical and left in 1989 to start up Hydrochem (S) Pte Ltd, the precursor to Hyflux Ltd.

Managing the Group for 20 years now, Ms Lum is the driving force behind Hyflux's growth and business expansion, responsible for policy and strategy formulation and corporate direction.

A former Nominated Member of Singapore Parliament, Ms Lum holds several positions in the public service. Presently, she sits on the board of a number of companies. She is a Member of the NUS Board of Trustees, Temasek Life Sciences Laboratory Limited as well as National University Health System. In addition to her commitments in Hyflux, Ms Lum is also a member of the Singapore-Tianjin Economic & Trade Council, and the Singapore-Jiangsu Cooperation Council as well as the President of the Singapore Compact for CSR.

Among the many accolades Ms Lum has received for her entrepreneurial achievements are: the Winner of the Regional Growth Award by Nihon Keizai Shimbun at the 11th Nikkei Asia Prize 2006, and most recently the Rising Asia – The Next 10 Years Award by the Singapore Institute of International Affairs (SIIA) and AXN ASIA. She was also awarded Asiamoney’s Corporate Executive of the Year 2005 in Singapore.

Ms Lum holds an Honours degree in Science from the National University of Singapore.

Group Deputy CEO & Chief Financial Officer 

Mr Ong joined Hyflux in 2006 as Group Executive Vice President & Chief Investment Officer (CIO). He headed the overall investment activities for the Hyflux Group as well as joint ventures management, legal, mergers and acquisitions, risk management as well as corporate and investor relations. He also led the utilities division.

In 2007, Mr Ong was appointed Group Chief Financial Officer (CFO). His expanded portfolio included overseeing overall direct financial management and corporate governance, and the Group’s energy business in addition to his CIO responsibilities.

In January 2008, Mr Ong was appointed Group Deputy CEO in addition to his Group CFO position. As Group Deputy CEO, Mr Ong spearheads the Group’s overall operational and financial management as well as the infrastructure investment programme. He is also responsible for overall risk mitigation within the group, and is assisted in this regard by the Senior Vice President, Legal (Business), Ms Yang Ai Chian.

In the past 18 years, prior to joining Hyflux, Mr Ong held global and Asia Pacific leadership positions in the USA and in Singapore, ranging from treasury and finance, pension fund investment, strategic planning as well as project financing and business development. Mr Ong was last with Dow Chemical as the Senior Finance Director. He was instrumental in the successful regional implementation of people, process and business growth initiatives in the areas of six sigma, performance measurement, corporate governance, order-to-cash processes, joint ventures management, divestitures, mergers and acquisitions.

He holds a Bachelor’s degree in Economics from the University of Alberta, Canada, and an MBA from Drake University, USA.

Cho Wee Peng

Group Executive Vice President, Finance & Chief Investment Officer

Mr Cho was appointed as Group Executive Vice President, Finance & Chief Investment Officer in December 2008.   He is responsible for the Group’s finance activities covering: reporting to the board, shareholders and Singapore Stock Exchange (SGX), budgeting, tax, internal controls,  ERP systems and interfacing with auditors and investors. As Investment Head, he oversees projects in infrastructure, used oil recycling and energy, setting up of business trusts, project finance, divestitures as well as managing Hyflux’s investments in JVs and alliances.

Mr Cho joined Hyflux in 2007 as Group Treasurer and Investment Director. In December 2007, Mr Cho successfully led the IPO of Hyflux Water Trust (HWT) on the SGX – the first pure play water business trust to be listed in Singapore.

He has 15 years experience in international finance with MNCs in the US and Singapore, in the areas of financial reporting and budgeting, investor relations, tax, corporate finance, M&A, business analysis, investments, treasury and credit management, project finance, financial risk management and financial planning.

Mr Cho is a Chartered Financial Analyst (CFA), holds a Master's degree in Applied Finance from the National University of Singapore and Bachelor of Accountancy (Honours) from the Nanyang Technological University. He is a qualified member of the Chartered Institute of Management Accountants (UK).

Fong Chun Hoe

Group Executive Vice President & Chief Manufacturing Officer

Mr. Fong was appointed as the Group Executive Vice President & Chief Manufacturing Officer in March 2009. He heads Global Membrane & Systems Manufacturing, Supply Chain Management and Corporate Quality, Environment, Health & Safety. He is also responsible for Global Engineering, Instrumentation & Control, Engineering, Procurement & Project Management, Industrial and Consumer Sales & Marketing. In addition, he also oversees the development of residential water products through the Hyflux-Marmon Development Centre, a joint venture between Hyflux and Marmon Water.

Mr Fong joined Hyflux in 2007 as Senior Vice President, Chief Technology Officer. He was subsequently appointed as the Group Executive Vice President & Chief Technology Officer in January 2008.

Mr. Fong brings to the company more than 25 years of expertise and leadership in technology, manufacturing, supply chain and business management positions in multinational corporations where he was responsible for bringing products and new technology to the market. He was also responsible for starting up a number of business units and initiatives, mostly within Asia and China in particular, over the past 16 years.

Mr. Fong holds an Honours degree in Electronics Engineering, a Masters of Science degree and an MBA from the National University of Singapore.

Foo Hee Kiang

Group Executive Vice President, Commercial Contracts & Industry Relations

Mr Foo assumed the role of Group Executive Vice President, Funds & Industry Relations, in March 2009. He is responsible for interfacing with the water industry sector, including government authorities, clients, the public, consultants, and fellow industry players. He also plays a key role in the strategic planning of the company’s future direction. Mr Foo has been reassigned as Group Executive Vice President for the Commercial Contracts Department with a Special Projects portfolio as of December 2009 and will continue to be responsible for interfacing with the water industry.

Mr Foo is one of the pioneers who had contributed significantly to Hyflux's growth from a small enterprise to a global environmental solutions provider. He has previously held various senior management positions at Hyflux, including Senior Advisor to the Group CEO & President since 2007, and Chief Operating Officer from 2004 to 2006. As Senior Advisor, Mr Foo was instrumental in identifying new and potential business areas for Hyflux. He supervised the sourcing of new technologies that further augmented the Company’s business strengths. As Chief Operating Officer, he led the company’s venture into the MENA market.

Mr Foo currently sits on the Board of Directors of Hyflux’s subsidiaries. He holds a Bachelor of Engineering (Civil) from the National University of Singapore.

Winnifred Heap

Group Executive Vice President, Capital Markets

Ms Heap was appointed as Group Executive Vice President, Capital Markets in January 2009. She is responsible for Hyflux’s Capital Markets and oversees Investor Relations and Strategic Planning.

Prior to joining Hyflux, Ms Heap was with HSBC Securities in Singapore before moving to JP Morgan Securities Singapore Pte Ltd and promoted to Head of Singapore Equity Research in 2007.

Ms Heap brings to Hyflux 20 years of experience and comprehensive understanding of industry-wide knowledge, particularly in the research of offshore and marine, logistics, and conglomerate companies listed on the SGX-ST. Her knowledge and experience has earned her accolades from institutional investors. In addition, Ms Heap has also established strong relationships with investors and corporations across various industries.

Ms Heap holds a Bachelor in Science (Honours) and Master of Business Administration from Southern Illinois University, USA.

Chen Baoliu

Senior Advisor

Madam Chen Baoliu is Senior Advisor to the Group CEO and President in Hyflux Ltd. She plays a critical role in assisting the CEO in cultivating government relations in China.

Born in Shanghai, Madam Chen started her career in the Ministry of Foreign Affairs (MFA) as an interpreter for the state leaders. From 1973 to 1979, she worked in the Asian Department of the MFA, looking after the Myanmar desk. She rose to the rank of Deputy Director of the Southeast Asian Affairs Division, a position she held from 1989 to 1992.

Madam Chen was most recently the Vice President of the Chinese People’s Institute of Foreign Affairs from 2000 to 2004. She was Ambassador to Singapore and Myanmar from 1997 to 2000 and 1994 to 1997 respectively. Madam Chen served as a political counselor in the Chinese Embassy in the Philippines from 1992 to 1994. She also worked in the Chinese Embassy in Myanmar for three tenures as attache, third secretary, second secretary, and first respectively.

Madam Chen graduated with a Master degree in Arts in 1962 from the Oriental Languages Department of Beijing University majoring in the Burmese Language. She previously obtained a Bachelor of Arts degree from Nanjing University where she majored in English language and literature.

Gu Jia Long

Senior Advisor

Mr Gu is Senior Advisor to the Group CEO and President in Hyflux Ltd. He provides counsel in the overall business strategy and finance and investment for Hyflux’s operations in China. In addition, Mr Gu also provides support to the start-ups of all Hyflux’s business units in China and the expansion of business practice thereof, as well as the coordination among the business units for higher efficiency in management especially in terms of human resource, administration, safety and teamwork.

Mr Gu has more than 40 years of experience in technology management, human resource and finance within a broad range of industries prior to joining Hyflux in 1999 as the General Manager of Hydrochem Engineering (Shanghai) Co., Ltd., which has since experienced rapid growth under his management.

Mr Gu graduated in 1964 and holds a Bachelor of Science in Chemistry from He Fei University of Technology in China.

Freddy Soon

Freddy Soon, PPA (P)

Advisor

Mr Soon is Advisor to the Group CEO and Managing Director in Hyflux Ltd. In this role, he provides advice on corporate social responsibility. Prior to this role, Mr Soon was the Senior Vice President for Group Communications & Relations where he managed the branding and positioning of the Hyflux Group. Subsequently, he became an Advisor to the Group Deputy CEO and CFO on policies relating to Sponsorship & Awards; Quality & Business Excellence; and Industry Relations.

Mr Soon has over 30 years of experience in productivity and competitiveness policy and strategy formulation, industrial design, quality assurance and standardisation, business excellence management as well as international relations. Prior to joining Hyflux in 2003, he was the Deputy Chief Executive of the Standards, Productivity and Innovation Board (SPRING Singapore).

Currently, he is the Chairman of the Singapore Quality Award (SQA) Management Committee and Vice President of the Singapore Water Association. Mr Soon serves on the Temasek Polytechnic Board of Governors and is also a Member of the Community Chest, Singapore.

Mr Soon holds an Honours degree in Science from the University of Western Australia and a Certificate of the Advanced Management Programme from INSEAD.
